This will open whaling to other countries, aka Japan and China. If it’s a traditional provision, from the 1800’s then do it like it was done then, no power boats, no harpoons. Use the Traditional wood canoe and a spear, then bring it back in with the canoe. No power boat for hauling. Oh and no Coast Guard to rescue when it gets real. It’s all about tradition, right!
