Not really. Jackson was (as far as they knew) under the control of the alien device and was not responsible for his actions. He was in direct line of sight to the C4, very close to it, and would have died in the blast, moving him behind the concrete wall improves his chance of survival significantly. He's also a long-standing member of SG1 and losing him would have been a big blow to the Stargate program. Without knowing for sure the reason she does it, I'd give her the benefit of the doubt.

Yeah they failed the first time so they were under pressure to be an SG team or not. So they make a more realistic scenario.
