I imagine the developers looking at the ''Greater Demon'' and saying ''Damn, the final design of this Boss is too good to be a regular enemy, we should give him a story and a deeper context.'' It's like when you create something for a purpose but you end up liking the design so much that if or if you should put it in a more relevant place, the source code reveals that in the fight with Malenia, Miquella originally had dialogues during her sister's phase change - "My dear twin, accept this gift "A gift of abundance, my last drop of dew. Let all things flourish, whether graceful, or malignant." So Mogh and his entire story and context were added very late in the development of the game to the point that just to add Mohg and his story they had to throw out a lot of things that were already programmed and ready. I have no doubt that the developers at some point looked at the Greater Demon model and thought it was so good that they ended up turning it into the Mohg that we all know.

Being born an omen would surely fuck with your head pretty badly, along with being pretty much outcasted by your entire family. And of course he was also manipulated by the formless mother. I think all things combined just turned him absolutely irredeemably wicked.
He's slightly tragic in the sense that he never had any other option other than to be a villain. Unlike morgott he seemed like a completely neglected child that no one even acknowledged he existed until he was noticed by the mother of blood, but by that time he had already fell completely into the deep end.
I think the only other instance I can think of a true villian was Sulyvahn back in DS3. He had a lust for power iirc and helped Aldrich take over Irithyll and Anor Londo

But instead of succumbing to the shame and disgrace of his situation (like his brother Morgott), he found joy and purpose in the very thing that was supposed to be his ultimate setback. But then he decided to screw it all up by being a chomo psychopath, so yeah screw him
I disagree. The second phase complements the first incredibly well. It becomes far more hubristic, insecure, showy - layers of baroque sophistication being peeled back to reveal a purely desperate and operatic evil.
