I've seen how people guess at it. Lowest points are likeliest to be where the drain is. If there's an outflow pipe visible (usually dumps the water into a ditch) you can guess where the pipe is running and where the drains are. Sometimes there are two drains on either side of the street, so if one side is visible you can cross in a straight line to find the other. And sometimes the city will paint markers on the street or sidewalk to help locate the drains. You can walk or run a stick along the road, feeling for the metal of the grate. I guess the longer you do it the easier it is. Google street maps might even help for all I know, if you see a flooded area you could probably look at the map of the area and hope the van got a pic of the drain as it went by XD
