I do drain cleaning ..and I’ve never had to use anything other than standard Philips #2 #3 ... until at a sams club store... the cleanout cover was on with a snake eyes scanner screw.. I had a bit for that.... but was the first time ever... I’ve cleaned probably 10,000 drains and never needed it

A tamper proof 8 point screw? That's very uncommon. Wherever you got it from, it is likely specific to what it's fastened to. I would contact whoever the manufacturer is for recommendations on drivers for that.

I made a once use socket that had very little clearance on a counter sunk screw and then drilled the centre of the screw out.

Get a one sided riveting tool, you squeeze the trigger until the centre pin snaps! Only drilling the tough rivet will release it!
