Realizing that the region would be difficult to hold after it was conquered from Şükristan in 1841, the governors of the Großturkisches Reich decided to establish a high Governorate in the region. However, these goals were unachieved for a long time. Until, during the Northern War, a single centralized army was found to be insufficient. Right after the end of the war, King Taha appointed Hüsnü Paşa as the high governor. The Region actively hosted the Western Army until the end of the First World War.
