Honestly the Chain Chomp could have probably been a really fun item with a bit of tweaking, the idea of this giant rampaging monster swarming the battle stages mercilessly knocking out anyone in it's path would make for some really great moments, especially with 4 players.
So I'm guessing the Chain Chomp doesn't have proper path data in battle courses, which explains why it travels all over the place and in circles (similar to Bullet Bills in Mario Kart 7). As for the Blue Shell, not too sure. Could someone explain that one?
My guess is that for both chain chomps and blue shells, when they don't have a defined target or path it defaults to the origin of the level (which would usually be the center in a battle map.) This would explain the chain chomp going in circles, and perhaps when it goes in random places it can't find the way to the center from its angle (or it determines the best way to go there is to just bounce off a wall or something.) I don't have the know how to check my hypothesis, but I think that it could probably be tested with debugging tools in emulators or with cheat codes or something to better determine what's going on here.
I think the weirdness of the shadow is a bit harder to explain. Just gonna throw a few possibilities out there: 1: Maybe the game doesn't properly handle rendering the shadow of a blue shell when it is below ground. While it might be possible to debunk this with the knowledge that there's ground above ground in some courses that handles this fine, I think it could relate to there being no ground below it at all. I'd guess that if you jumped off a course in the right way you could sort of test this, but the barrier that causes Lakitu to pick you up might also prevent the shadows from being rendered wrong and be considered a sort of ground. 2: It could just be an emulator bug, and real hardware wouldn't render the faulty shadow. We have no way of testing this since real hardware would presumably crash in this scenario. 3: Blue shell shadows could be rendered differently on battle mode due to not being intended to appear in the first place, but I doubt that. 4: The error one has to bypass for the shell to go to the origin in the first place very well could relate and indirectly cause some sort of other bug. I have no idea if any of these are correct or if there's some other oddity causing this that I missed. I can't really think of any conclusive way of figuring this out.

Can you try setting another player exactly in the center when you fire a blue Shell? And maybe while they are holding the most shines.
If you were having problems getting the red shells, try using Koopa Troopa and Koopa Paratroopa next time. In the Grand Prix mode, that's their special item. (Correct if I'm wrong, it's been a while since I've done a little research on Mario Kart: Double Dash!!

Since there is no "1st Place" mechanic used in Battle Mode, and the developers never intended to have that item in that mode in the first place, the game doesn't know what to do the moment you press the "Use Item" button. Hence, the game crashes. ...Yes, I know I'm a nerd. But hey, I like to theorize why certain things happen in games.

My best guess is that in battle mode, the game doesn’t keep track of first place the same way as in races, so the blue shell doesn’t know where to go.
