Bills from the city would be collected, notarized and given to lawyer/judge. None are to be paid. When it gets to the point of eviction, you take all info gathered to a *Federal Court* file each and every bill, and correspondence _separately_ as violation of the RICO Act citing extortion, fraud, intimidation as primary elements and also file separately violations of Federal Mail and Wire Fraud, and encourage the F.B.I to conduct a looky-loo. Then it will be up to them to prove it is water, and demand only 1 demonstration to prove it...drink it.
