It was composed by mainly the Ultravox guys.. And they do it way better than the Visage version. The singing in particular since Midge isn't in the same galaxy as Steve was.
Because, talking about pop/mainstream music, at that times it was good and interesting to the ear. Today is Cmaj scale harmonizations for the most part, always the same rythm styles with little to no variations at all, crappy singers which can't sing in tune without an external aid (autotune anyone?), etc. In 40 years music from the XX century will be still remembered. Today's most probably not. Music reflects society, especially pop music, so no surprise that today's one, besides some exceptions, is generally crap. Just to be clear, good music is still produced, not everything that is made today is crap. But more in the indie/experimental scene, and you have to find it as you won't hear it in radios.

Actually, Giorgo Moroder, the Father of Disco, and Kraftwerk, (both hailing from Germany) were arguably the real pioneers of synth pop, all the way back in the mid 70's.
