My left eye started twitching at 1:22, when LaForge walked right into the rifle's line of fire and leaned against the target to converse with Data. If you did something like that at a real firing range any competent range officer would ream you out for it. Especially since this isn't like a projectile rifle, where you can at least make sure it's empty before chatting with your fellow officer in front of it.

In the DS9 episode "Empok Nor" a security officer flags one of her coworkers with her rifle. He points out correctly that it was a stupid thing to do, but she responds "but the safety was on."
The way they tested that rifle is so unsafe it makes the Empire jealous. Five OSHA inspectors had to be sedated after watching this scene; one never recovered.
A sixth OSHA inspector was found to have been driven to such duress and anguish from this scene that they committed suicide by throwing themselves off that stupid catwalk inside the Death Star laser.
Data stands behind the equipment right in line with the weapon's beam; Geordi shuts off the beam and then stands right in the line of fire if it should reactivate. I think those two gentlemen need a little gun safety training.
They need their asses kicked by a Gunny. And you know, now that I think of it, crusty old chiefs were almost totally missing from Star Trek. There was Chief O'Brian, and. . . . who else? Scotty was Chief of Engineering, but he was a Lt. Commander. O'Brian was far from crusty, he was a leprechaun with mad engineering skills. It's like noncoms and enlisted didn't exist. Sure, you saw red shirts by the score, but how many times did you ever hear any of them called by rank or rating? You had this basically Navy starship with 5 or 6 hundred souls aboard and a gigantic officer corps on top, but is seemed once you hit ensign you were done. Yeoman Rand, the lady with the crush on Kirk from STTOS is the only enlisted I can think of.

You also have to take into account, the federation hadnt had a large scale conflict in like 80 years at this point, there was no need to have the rifle so efficient, there would have been no real need until half way through DS9
Well the issue is that unlike the Federation who uses Matter/Antimatter Reactors to power their energy grids and ships, the Romulans use the energy pulses off of a minute Artificial Singularity which gives off larger bursts of power. Unlike the Federation who must continously mine dilithium and create antimatter, the Romulans only need Deuterium to power their Ships.....
You'd think on a ship the size of the Enterprise they'd have a spot somewhere to use for testing a phaser rifle that was more convenient than right in the middle of engineering.
honestly i am under the impersion that engineering was the best place to set up testing as they could montor everything with all the proper equiment all in one location. i know its stretch but yeah thats my explantion.

TheweGuy You would be right, but pretty much any SF ship would have an armory, and in the armory they would be able to test weapons safely and correctly, and you wouldn't have the Chief Engineer be testing it. You would have Worf, or another weapons expert testing it.

billybob lillybob I remember this came up in the episode where Starfleet was trying to get Data to consent to an upgrade that could permanently damage him and he had to go to court to fight for his rights as an individual. Riker was assigned as opposing counsel. But he compared the update to all the crew being forced to upgrade to Geordie's visor. Just because it's objectively superior does not mean the individual would prefer it.
Everyone relax, I'm sure Geordi initiated a level 10 containment field around the test area, so you needn't be worried about the rifle somehow breaching the core & turning the Enterprise into a grey confetti cloud of debris.

They could have tried to perform the detailed match to the energy setup directly to the Romulans first, see if there is a match (there is), and let the computer run the rest of the scans afterward to see if there are other options.
@Todd Kes They may have done that offscreen before going straight to the Klingons with the information. I think Geordi just wanted to narrow down their search so they could start with the most probable candidate (the Romulans).
The point of Geordi's comment about using some common sense was actually quite simply saying that the Romulans were the only logical ones that would benefit from a conflict between the Federation and The Klingon Empire

When spiner tilts his head after telling Geordi what the normal rate is….. brilliant acting. This scene, the nerd chemistry between the two of them is off the charts! Why couldn’t there have been more episodes that were at this level, why did it all end so soon? You’ve gotta feel sorry for the people were born after all of this, and yet, they have their own shows.
Not to mention that Geordi actually walks INTO the phaser's line of fire after the second test. Even if the phaser was set to some form of trace mode, that's still asking for trouble if the thing malfunctions or something.
Karl The Fragr the only way a beam can be visible is by instantly heating up and/or ionizing any particles it encounters. Like a flashlight in a dusty basement, only a thousand times more intense. If you can see it, you best not be ANYWHERE near it. At least, that's how it would be in the real world
For all the people complaining about the lack of safety regulations, keep in mind this is consistent with Starfleet standards. The bridge instruments could have a fuse easily installed to neutralize them, yet dozens of red shirts die each year when their panels explode.
This would have been better done in the cargo bay. The film crew must have had the big set occupied by a holodeck or a cave set at the time this was made. They really didn't have many options before Season 5. They also used the Engine Room as a gym. Sick Bay was the same set as the Observation Lounge, with the windows covered, and two walls changed. They also used the Bridge set in almost every single episode.
Sickbay was it's own set from season 2 onwards, as for the Battle Bridge, that set (In my opinion) holds the record for the most redresses in Star Trek History, Starting off with the Battle Bridge and ending as the Bridge of the Pasteur in All Good things, Look it up if you want a complete list of all of the redresses.

Great idea guys, doing tests on a high energy weapon next to the warp core! I’m pretty sure that a Galaxy class starship would have dedicated labs for them to conduct their experiments. Clearly it’s true what they say, just because you’re academically gifted doesn’t mean that you possess common sense. In fact Star Trek is full of examples that prove this. I’d say that this is a massive floor in the academy’s entrance requirements.
If this was a real weapon, that would not have mattered, especially since it was a malfunctioning one. Rule 1 of gun safety: treat every weapon as loaded. And it was loaded here. And firing.
Techno babble means they are trying to sciency up this science fiction program, better than discovery which is like magic. The science in this show was often wonky (i remember in Casino Royale when Geordie says the temperature is -300 Celcius) but it still managed to create a framework for the reality depicted in the show.
Anyone else started getting anxiety when Geordi decided to just casually stand and hang out right in front of the rifle. Not even a little to the left, just literally on target. If anything went wrong, that thing could've just point blank'd him.
MegaJoules/s is the same as MegaWatts per second. Basically as much power output from the 'battery' as a 1500HP switcher locomotive would give! Destroy a house with ease. And how did the target not get super hot as it was firing?

Now I'm not a NRA member, but I was in the Army. They were very insistent on weapons safety. Now that you mention the episode, it's surprising that La Forge didn't kill attempt to kill all of the Klingons when he had a perfectly useful Phaser Rifle right there. He could have grabbed it, set to maximum discharge, and just wiped everyone out, except for the traitor controlling him, of course. Getting back to the gun safety stuff, I'm honestly glad that they noticed it, as they give me hope that those who own weapons will do so responsibly and safely. They give me some hope for humanity, as those who eat tide pods on a dare attempt to destroy it.

Hey, at my old workplace, we were also Engineers in an Engine Room. We poured water into running Engines, set off explosives to sheer off the fan blades as the Engine ran, and even used high-pressure air to fire pheasants into them while the Engines were running at max continuous thrust. Firing deadly weapons in the Warp Engine Room? Sounds legit. Nice to see accurate depictions of my job being depicted as Standard operating procedure in the 24th century.
Hi I got a great idea. Let's test a death ray in the engine room with the beam really far from the target so anyone walking around in the room could get cut in half if they weren't paying attention. God forbid we perhaps try this in the armory, in a practice range, or perhaps on the holodeck isolated from other people. Seriously, did OSHA regulations not make it this far into the future?

Am I the only person who upon seeing a phaser rifle being utilized in the immediate vicinity of a warp core thought, ''guess health and safety isn't what it used to be?'' You would think with a vessel the size of the Enterprise D, that they would have done this in a cargo bay or someplace, wherein, if the energy cell had overloaded, it would not potentially have taken out the ship in the process. It's likely that, on the lowest setting, the phaser wouldn't be strong enough to hurt the equipment. It is, after all, only intended to stun someone, which, depending on the species, doesn't take much.

To beam down a crate full of Federation phasers and phaser rifles down to the planet's surface to make the Klingon governor once again think that the Federation was providing the rebels with weapons and inflaming tensions between the Federation and the Klingons.

Actually I am not sure they did. If you had a flower and you didn't know what it was Googling would get you an answer but would take time. If you suspected it was a rodendendron then you would just Google rodedendron. So I suspect that they just compared the phaser to Romulan technology first - and would have done the search if their suppition proved incorrect.

Almost all of the comments are about gun safety and about the choice of where they were conducting the tests. Couple of things to consider: There's no one else in engineering aside from Geordie and Data. That tells me they cleared out everyone else while they conducted the tests. Data is an android, which is why he's on the opposite end. If he made the mistake of walking in front of the beam, it probably wouldn't have done anything to him. While I will agree that engineering is probably not best place to conduct this type of test, my guess is that they put up forcefields in case of a ricochet.
maybe Data was just testing Geordie to see if Geordie actually thought of him as a person, and just after this scene he took him to one side and said... "Bro you let me stand in front of the gun we were testing near a giant power reactor, I'm not a crash test dummy, I could of really been hurt just now." or words to that effect

To everyone complaining about them testing a phaser next to the warp core instead of on the holodeck...they are on the holodeck. Geordi wanted to do it by the warp core and Data insisted the holo deck would be safer. So, they compromised and did it in a holodeck simulation of engineering. You can find the deleted footage on the Season 4 BluRay edition. ;)
I know it was faster and cheaper to do this scene in engineering, but would it have been so difficult to roll the biobeds out of sickbay, set up a console to block the signage, and called it "Science Lab 4" or something?

About gun safety in Star Trek: A federation Engineer once heard about gun safety. He immediately set about disabling it, and then promptly forgot about the gun part. No one has enabled it since then.

Romulans apparently suffer from a scarcity of resources. Or at least an acute consciousness of limited resources. (Even though the Romulan Star Empire is vast enough to have many abundant worlds.) TNG Romulans sometimes fixate on the idea of obtaining "unlimited power sources".

they were going to lower the blast door to at least shield the warp core but every time they tried Geordie would dramatically roll under it.

You had this basically Navy starship with 5 or 6 hundred souls aboard and a gigantic officer corps on top, but is seemed once you hit ensign you were done. Yeoman Rand, the lady with the crush on Kirk from STTOS is the only enlisted I can think of.
They were testing it in the engine room with the warp core in line of fire. Slightly larger issue than basic safety training covers.

You also have to take into account, the federation hadnt had a large scale conflict in like 80 years at this point, there was no need to have the rifle so efficient, there would have been no real need until half way through DS9

Well the issue is that unlike the Federation who uses Matter/Antimatter Reactors to power their energy grids and ships, the Romulans use the energy pulses off of a minute Artificial Singularity which gives off larger bursts of power. Unlike the Federation who must continously mine dilithium and create antimatter, the Romulans only need Deuterium to power their Ships.....

billybob lillybob I remember this came up in the episode where Starfleet was trying to get Data to consent to an upgrade that could permanently damage him and he had to go to court to fight for his rights as an individual. Riker was assigned as opposing counsel.
But he compared the update to all the crew being forced to upgrade to Geordie's visor. Just because it's objectively superior does not mean the individual would prefer it.

The point of Geordi's comment about using some common sense was actually quite simply saying that the Romulans were the only logical ones that would benefit from a conflict between the Federation and The Klingon Empire

When spiner tilts his head after telling Geordi what the normal rate is….. brilliant acting. This scene, the nerd chemistry between the two of them is off the charts! Why couldn’t there have been more episodes that were at this level, why did it all end so soon? You’ve gotta feel sorry for the people were born after all of this, and yet, they have their own shows.
Regarding safety, even aside from the location of the test, we see Data standing downrange on a hot range, while firing is going on.
Not to mention that Geordi actually walks INTO the phaser's line of fire after the second test. Even if the phaser was set to some form of trace mode, that's still asking for trouble if the thing malfunctions or something.

The safety regulations of the future are somewhat different. You see... OSHA doesn't exist in the 24th century.
For all the people complaining about the lack of safety regulations, keep in mind this is consistent with Starfleet standards. The bridge instruments could have a fuse easily installed to neutralize them, yet dozens of red shirts die each year when their panels explode.
This would have been better done in the cargo bay. The film crew must have had the big set occupied by a holodeck or a cave set at the time this was made. They really didn't have many options before Season 5. They also used the Engine Room as a gym. Sick Bay was the same set as the Observation Lounge, with the windows covered, and two walls changed. They also used the Bridge set in almost every single episode.
Sickbay was it's own set from season 2 onwards, as for the Battle Bridge, that set (In my opinion) holds the record for the most redresses in Star Trek History, Starting off with the Battle Bridge and ending as the Bridge of the Pasteur in All Good things, Look it up if you want a complete list of all of the redresses.

Great idea guys, doing tests on a high energy weapon next to the warp core! I’m pretty sure that a Galaxy class starship would have dedicated labs for them to conduct their experiments. Clearly it’s true what they say, just because you’re academically gifted doesn’t mean that you possess common sense. In fact Star Trek is full of examples that prove this. I’d say that this is a massive floor in the academy’s entrance requirements.

Techno babble means they are trying to sciency up this science fiction program, better than discovery which is like magic. The science in this show was often wonky (i remember in Casino Royale when Geordie says the temperature is -300 Celcius) but it still managed to create a framework for the reality depicted in the show.
Anyone else started getting anxiety when Geordi decided to just casually stand and hang out right in front of the rifle. Not even a little to the left, just literally on target. If anything went wrong, that thing could've just point blank'd him.

A watt is a unit of power, that is, energy over time. One watt equals one joule per second.

Getting back to the gun safety stuff, I'm honestly glad that they noticed it, as they give me hope that those who own weapons will do so responsibly and safely. They give me some hope for humanity, as those who eat tide pods on a dare attempt to destroy it.

Hey, at my old workplace, we were also Engineers in an Engine Room. We poured water into running Engines, set off explosives to sheer off the fan blades as the Engine ran, and even used high-pressure air to fire pheasants into them while the Engines were running at max continuous thrust.

It's likely that, on the lowest setting, the phaser wouldn't be strong enough to hurt the equipment. It is, after all, only intended to stun someone, which, depending on the species, doesn't take much.

Actually I am not sure they did. If you had a flower and you didn't know what it was Googling would get you an answer but would take time. If you suspected it was a rodendendron then you would just Google rodedendron. So I suspect that they just compared the phaser to Romulan technology first - and would have done the search if their suppition proved incorrect.

Almost all of the comments are about gun safety and about the choice of where they were conducting the tests. Couple of things to consider:
There's no one else in engineering aside from Geordie and Data. That tells me they cleared out everyone else while they conducted the tests.
Data is an android, which is why he's on the opposite end. If he made the mistake of walking in front of the beam, it probably wouldn't have done anything to him.
While I will agree that engineering is probably not best place to conduct this type of test, my guess is that they put up forcefields in case of a ricochet.

and just after this scene he took him to one side and said...

To everyone complaining about them testing a phaser next to the warp core instead of on the holodeck...they are on the holodeck. Geordi wanted to do it by the warp core and Data insisted the holo deck would be safer. So, they compromised and did it in a holodeck simulation of engineering. You can find the deleted footage on the Season 4 BluRay edition. ;)

this dialog ? from i could tell 80% of it were "techno babble" which is in the other opposite end of hyper drama.. neither are good for the long run...
One of them has proven to be good for multiple seven year seasons......

This is not technobabble, at least not 80%. Technobabble means that it is neither based on real world science nor previously established rules. Batteries getting discharged when you use them is real world science.
This is your idea of a genius dialogue? You have low standards. This dialogue is fine but there is technobabble and subterfuge in Discovery, too. It's not exactly mindblowing and I don't see the difference. Unless of course you have a problem with something else.
Yeah, I am super smart android. I think I stand in front of the phaser beam that is only being blocked by this device. Device that is on top of random box, held in place only by gravity, in artificial gravity environment.

About gun safety in Star Trek:
A federation Engineer once heard about gun safety. He immediately set about disabling it, and then promptly forgot about the gun part.
No one has enabled it since then.

Oh yeah! Anyone who knows anything about firearms safety or has been to a firing range knows that Data should not be down range, much less standing in the line of fire.
rredhawk the downrange part didnt bother me because phasers are energy projectors and have no, or nearly no, recoil. Or shot spread.
And this one was tight-mounted.
Just the line-of-fire part bugged me.

Romulans apparently suffer from a scarcity of resources. Or at least an acute consciousness of limited resources. (Even though the Romulan Star Empire is vast enough to have many abundant worlds.)
TNG Romulans sometimes fixate on the idea of obtaining "unlimited power sources".
