In a normal situation (24bit)... if i have a sample normalized in 0 Db, and process it (ex: saturation, eq boost...) it goes over 0 Db, and can distort right? if after that i put a plugin to reduce the gain, does the plugin lower the gain of the distorted audio or because it has lowered the gain the distortion that was created before disappears?
yes you can have cases in 24 bit where the signal can distort above 0db. Where that happens depends on the software you use. If you want to stay safe from that distortion try to never go above 0db in the signal chain. Use input/output gain to make sure you don't go above it! This might be too much of a hassle to do though and in some rare cases clipping can help you sounds sound better!

How would you go about the utility trick but in fl studio? using a limiter or compressor?
no just any effect that allows you to turn down the volume before going into the master.

YES staying below 0 is not set in stone! Why does nobody except you say stuff like that? I thought what you are doing is Illegal
It used to be a lot more beneficial to keep headroom for analog gear and even some plugins but right now it has little to no benefit...
