I just tied a similar craft fur baitfish fly but there must be something with the weight distribution where it does not swim correctly. It will dart around but it will also flip and roll over. any idea on how to fix this?

You need a thick hook to have the keel affect. Darting and jerking is good for a reaction however

You can accomplish what you want on a lighter hook too just have to use less material
