Its not so necessary, just pay attention when its popping. So that your pop corn will not burn.

I don't know ur location, am in Abuja and I use foreign popcorn from South Africa(best) and u.s.a u can easily buy them from cake shop

Not flour dear but flavour , the vegetable oil is optional because if u have enough butter there will be no need for oil
