I would recommend a Ryzen 7 or Ryzen 9. You can get either one for under 200. Ryzen 9 is a little closer to 200. If you could do a $250 budget then definitely a Ryzen 9

I think same reason why corporations use HP products, even though they're horrible. At least I heard a lot of negatives about their laptop and right forced to work on one. It has horrible fan whistle that can drive anybody crazy. In case of Intel and AMD its a little bit strange, since AMD CPUs are used on both Xbox and PlayStation consoles for several years, so game engine teams should've been interested in optimizations for both. But I think its an effect of inertia - big changes usually come slow. Intel was a king for several decades and had such good reputation that even when it became obvious that AMD Zen is a superior architecture, people continued to buy and use Intel simply because they were projecting their previous experience and knowledge on today's market.
