The place was already existed where I want to sit, On second thought, that place where I wanted to sit is my destination/direction of course. On the other hand 2. Can I eat here - in this sentence "here" is a place of action. Eat is a do verb, thats mean there is a action involved. So the place I wanted to eat is the place of my action/eating.
