I also used the steel clamp method to cut my steerer tube. I also used a miter box (clamping the steerer tube down to the box). I found cutting with the miter box much easier.

I have a miter but I found using steel clamp be more accurate. Maybe I am not using the tool right?

I have a set of Ginsu kitchen knives and one of them sliced through the fork steerer like butter. I didn't even have to sand it. 😉

My fork is moving no matter how much I tightened it.

That should not happen. Best to take it to a bike shop to have it checked.
