I dunno, I feel like "enemies that are on fire drop food items" instead would make a bit more sense, even if it doesn't have critical hits on it to make it a decent boss weapon.
Well considering you'd need some means of fire, and the fact that the item wouldn't do anything to bosses, I'd say it'd be totally balanced. Besides it could always be rebalanced if it were too strong, maybe 50% chance, with the chances of higher healing items being much lower and the lower healing items being higher. Besides if something's going to kill you, it's usually going to kill you before you can react. I never die just from lack of healing usually, it's moreso from huge attacks that practically one shot me, cursed chests(which also one shot you if you get hit once), or chain stuns. Never "I took so much damage and I didn't have any healing left". I usually complete most of the early dungeons without using a single pot, and most of the later ones with using 2 or 3/4 at most. It's almost always the unlucky situations that cause me to die.
The pan! It is in there. And it's actually a fine weapon to boot. Don't know when it got added, I have walked past it in the shops a lot of times before realising the shopkeep gives it to you if you talk to him.

I used assassin's dagger, pan's back-facing counterpart. It had 3k damage on crit, more than I've seen on pan. And it makes sure you don't get hit while attacking if the enemy isn't stunned, because attacks come out the front. Buy one now for only 2100 gold at the shop! Disclaimer: Black bridge boss always faces you, most enemies in the bad seed DLC have back-attacks, requires dodging skills, shop is not responsible for deaths including an assassin's dagger

I’ve played the game and can confirm the frying pan is in fact one of the best pure offensive weapons in the game because of its effect to garuntee crit hits when attacking an enemy’s front. Give it good modifiers and it can kill plenty of mobs

yeah but that would make the game waaaay to easy. dead cells is made to be difficult with food being scarce and your limited amount of healing.
