Your ability to recognize good players even in situations where it seems bad on the surface adds more layers of enjoyment to the games on top of being full of excellent info. Basically Drive rush briefly slows down time when the animation happens which can cause a issue where your button presses don't register because the buffer/window changed Since that is a word salad, basically in this case perfect parry has to be done by parrying with two frames of parrying the attack. By DRing at rhat moment it changes the timing so if he was trying to get the perfect parry the DR causds the fireball to hit later and outside that two frame window.
Sajam does this for a living and he even he doesn't know the situation with Capcom cup qualifications. They really did terrible marketing the tournaments and players etc this year.
in terms of the Juri matchups Ken and Luke are bad but manageable, same with Rashid but the worst ones are definitely Guile, DeeJay and Chun-Li Nephew plays them all really well tho
a character being boring to watch doesn't necessarily mean they're boring to play I do think Guile is kinda wack to spectate in this game because there aren't many weird zoners yet, this game needs a Rose or Oro throwing some orbs at him lol

I've never seen a JP do a button with a forward or back input after a teleport, so you may be on to something.
