The idea of Ian Sinclair for Heathcliff was going more for overall tonal character than accent. Ian has done English accents before, Bardroy from Black Butler, for example; the irony being the character is American.

Ryoshu suprisingly has the same breathy voice if it makes sense, her korean voice actress breathes alot when talking, and I feel like Morgan does the same. Suprisingly solid list, although i feel like you coulda gotten a better aleks lee example (One i cna think off is sung ji woo when he is injured, he gets a really low voice)
Since i already went out of my way to comment, i might as well put one of my voice headcannons. I imagine Charon being voiced by Erin Fitzgerald, which might seem random at first but it was a headcannon established cause Charon's VA voices Ramlethal Valentine in the korean guilty gear dub, and Erin Fitzgerald voices Ramlethal on the english dub.

Yeah, outis has the right tone, but NOWHERE near the right pitch and is way too breathy. I’m a little nitpicky about her in particular, too. As a woman with a voice with a very similar pitch to Outis’, it’s a breath of fresh air to hear someone sound like her without being immediately turned into sex bait by the creators.
My idea with casting Kira as Outis was to use a character that already had military experience to see if there was any potential to go a step further. I’m unsure if Kira’s played a full-on ‘drill sergeant nasty’ before. But like any actor, anything’s possible with the right direction.

I see the flaming clockhead being the reason *their* voice is distorted. & it seems I'm not the only one who sees Dante with a voice. Admittedly, I was going for overall tonal character with Kaiji for Hong Lu. I was tempted to go the opposite direction at first & pick a deep voice to really contrast with his look. But an example like Tsumugu (Kill la Kill) or Iwai (Persona 5) would likely be too dark, &/or end up suiting his brother a lot more.
