In a world where heroes and villains are associated, most of his villains are aware that he’s a part of their identity in some way or another and like to fight him as if it’s a game(Riddler, Scarecrow, Joker), which also means they understand the repercussions when he’s gone, Bane especially makes sense for this

A gotham without batman is a gotham where the police might just start shooting first, or a more red hood-esque hero may take his place, and not give the villains a second chance.
Aswell, batman *has* legitimately helped many of them, from Ivy, to Harley, Freeze, Bane, they've all been on the receiving end of his kindness whether for themselves or those they care about. It adds in to, how you said, they see him as part of their own identity. Batman's villains are nearly *all* hyper-intelligent, and often multi-degree professionals.
And then there's the cultural aspect against "foreign" villains, where batman belongs to gotham, same as gotham's rogues, so no one outside gotham is allowed to take batman out.
The Flash has a similar relation with many of his villains, and batman recognizes that, which is why they often have the "unlikely friendship" in many canons. The two members of the league out to save their villains, instead of defeating them.

But out a struggle on him, He has like cancer or something, not like deadpool, because that's a comedic approach on him, but for bane, like "I don't have much to give, and I've done only wrong unto others, it's time I did the right thing..." and he helps batman to stop Joker. Because the man who did all those things you mentioned, you’re right, would not do this and is not the same man as the one who did. Maybe at first he just locks them up and hopes the system does its work, but after they break out and go on the run long enough to be a reoccurring villain he catches them again and this time makes damn sure they are receiving legitimate help.
