It's oil to keep the blade from rusting. Leaf springs are typically made of a carbon steel like 5160 that can easily rust when it isn't finished. It's likely just mineral oil or something similar.

Not only that, it's cut with a torch for good measure. I'm gonna guess 33 HRC on these 'blades'.
Safety is so poor there but Output is great though.
Too bad they can't fix the drill press. It's difficult to drill a round hole when the bit is off center.
No hardening prozess, this will not do it for long and dulll up quickly.
