Ma'am there is a correction regarding BALIDAN BADGE, because it is worn by only those PARA SF COMMANDOS who kill the enemy by himself after that he is eligible for BALIDAN BADGE.
No BALIDAN BADGE is worn by every Para Special Force Commando. But normal Paratroopers cannot wear it

there no such priority i guess....you should be 100% physically ,mentally fit..good in studies... that's it
