Yes they can, but it will rewrite the wind animation. In the UE4 version, there are only two hierarchies of wind affected branches. And there's not a lot of scope for independent branch movement.

It depends on what kind of animation you're looking to export to After Effects, it's a program with a lot of different use cases! If you want your SpeedTree within a 3D scene, you'll need to export and place your model into your 3D DCC app (Blender, Maya, etc). If you want a 2D tree animation, you could export an image sequence from SpeedTree with streak colors checked, ground unchecked, RGB set to standard, and alpha set to Material/Opacity. This will give you a png sequence with a transparent background that you can arrange into a precomp and use however best suits your needs. Hope that helps! With more information we may be able to give you more specific advice, but those are the first suggestions that come to mind.

this needs to be done with shader programming inside your game engine (for example world space projection method of your snow)

i think you need use 3d sofware like cinema 4d etc for render the animation and combine it into after effect
