Troy is the leading exponent of the Uilleann (Elbow) pipes since the death of the great Paddy Maloney (of The Chieftains) in October 2021. Yes, a bagpipe but Irish not Scottish or Northumbrian, the Uilleann pipes are inflated using a bag under the elbow, hence the name. For really good shots of the instrument, have a look at this song but in tge Montreux Jazz Festival performance in 2012. Troy sums up the Uilleann Pipes thusly: "You have to be slightly insane to play them. They're not easy." Apart from the pipes, Troy also plays tin whistle (as here), vocals, guitar, keyboards, bass guitar, pump organ, bouzouki, cittern, bodhrán, mandola, harmonium, aerophone. Basically if it can't run away from him he can play it. Hes also a magician. Heres a little story from Tuomas: We start preparing about 30 minutes before the show [New York Hammerstein 2015], each of us in his or her own way. Floor changes on her stage clothes and warms up her voice in her dressing room, while we`re warming our fingers in ours. Back in the day, I used to get scared stiff before the show - it was just nauseating, pure horror. It all changed when Troy did some kind of a hypnotic trick to me in Los Angeles in 2012. I really don't know what happened during those twenty minutes, but afterwards, I haven't really panicked before going on stage.
As @robertsheeler said Troy is using the Uilleann pipes or Irish elbow pipes. They do have drones like Scottish bagpipes but the 3 drones can be controlled. On/Off/minimised, hence the sweeter sound.
Fun fact about Troy: he's also a session musician and isn't unknown to Hollywood either. For example he plays the uilleann pipes on Russell Crows Robin hood.

The Uilleann pipes have a 2-octave range, giving them more tonal variety than other bagpipes.

I prefer the uillean bagpipe to the famous Scottish bagpipe, it seems more melodious
Both are great. But yeah, i noticed being more melodic.
