Stilts are huge sticks (traditionally bamboo) where trained professionals can balance on them. (They have this platform where they can put their feet), in a sense the actors are stilt performers dressed in black and I'm guessing wearing styrofoam painted stuff to make it look like Megatron; that can come off with Velcro straps or something.

Robert Morisette But the hip on the costume isn't the height of the person. As you can see the costume is a bit higher then the people taking photographs. This is because the costumer is on stilts to help give the illusion of height. Also modern robotics cannot allow the type of free movement as seen by the "robot" in question, but if you want a more "realistic" answer. That is my waist size. irl, no joking.
