I agree with Mago, that Ryu has a lot of potential, I've been using him a lot in S2 and he's very fun. His fireball game is really good, he hits like an absolute truck, and does a ton of drive gauge damage on block through blockstrings and has a lot of pressure from plus frames. From using him a lot, it's also apparent all the buffs didn't address any of the things the character is missing, namely the drive rush and the normals being a bit stubby compared to other characters, where Ken already has those plus good pressure, damage and corner carry. I also think he struggles against quite a few characters many of whom are being prominently used right now.

Ryu is great but not for top tournaments. :( He is still heavily lacking and not even to the same level as Ken. What is Ryu lacking the most? He is lacking alternative offensive options with protections, he has none available beyond an opponent being on burnout. He is also lack the ability to compete at close up move-exchanges combat, which is something that both Ken and Akuma have no problem in dealing with thanks to their faster Normals. To be incredible with Ryu, your fundamentals have to be on absolute point because he doesn't have the luxury of relying on his Specials like Akluma. If your fundamentals isn't on point then it is highly likely you will lose using Ryu. It's so sad for not even his famous DP is reliable for it completely vulnerable to clash against an opponent's attack, which is a huge shame. Think about it... The master of the Shoryuken is not guaranteed and that includes his OD DP too.
So, how would I buff Ryu to make him A-tier? Simple. This is what I would do:
*1. Give him his SF2 Shoryuken properties back but only apply it to his Weak Shoryuken:* That will solve tons of problems as that will serve as an ace to break any oncoming attack in corner punishes or upclose move exchanges combat..
*2. Give him his SF2 Tatsu properties back:* Akuma shouldn't have it, it should have went straight to Ryu. Giving Ryu his original tatsu back will serve greatly as a surprised counter to any fireball battles, including used as a surprise upclose counterattack due to the invincible frame at start-up. If you feel that is an unfair, don't. Why? Look at Ed, Deejay, Cammy, Luke, Akuma, and other high tier characters with their invincible frames that are far more advantageous than Ryu's SF2 tatsu. They are so advantageous that it's actually quite insulting and makes you wonder if the game designer have something against Ryu.
*3. Give him his Super SF2 Air Tatsu mechanics back:* Ryu's Super Street Fighter 2 Air Tatus is one of the most strategic and most applicable use of the air tatsu in the history of Street Fighter. Give it back to him for it can be used offensively and defensively on both attack and positioning far, near, in front and behind his opponent.
*4. Give Ryu's Normals the same properties as Ken:* Ryu has too many late active frames in his normals move sets that makes him too much a sitting duck to combo loops and close-up move exchanges. Giving all his Normals the same properties as Ken will give Ryu more of a fighting chance. Note that I don't ask for the actual Normal moves to change (e.g., being able to shift forward like Ken, Rashid and Luke normals does) because idea #1 above is a strong tool to assist.
*5. Slightly speed up and increase the blast connection range of Ryu's Level 2 and his Strong Hashogeki:* This will allow him to operate from sweep range more effectively. Note that the change will not make the strong Hashogeki the same level as Akuma's highly abusive Adament Flame that can operate from the edge of sweep range, but at least the extended blast range and slightly speeded up animation will give Ryu a better fighting chance for Ryu to more effectively operate the move from Sweep Range and give the opponent lesser time to read it.
*6. Improve his 6HK so it has similar invincible properties to Zangief and Luke's knee:* This move still needs to be heavily improve in both distance coverage and invincibility. Considering Luke and Zangief's Knee attacks and and Guile having a similar move that can clearly leap over any sweep attack, there shouldn't be any reason to why Ryu should have the worse equivalence in this.
*7. (New move) Give Ryu an additional optional overhead & low crippling follow-up attack to his OD Hashogeki:* Right now, the OS Hashogeki is still completely useless even after Season 1. This move is so useless that hardly anyone uses it. Expanding the OD Hashogeki with optional follow-ups will allow the user to have more strategy attack options to pressure their opponents. This is perfectly reasonable because, i. you cannot activate it too many times because it is an OD move, ii. Ken has an Jirai Overhead & Low kick follow up option that doesn't use Drive Meter, iii. Deejay also has an sway overhead and low kick options.
*8. Speed up his DI to have the same speed as Ken:* Ryu's DI is too slow and the animation is very readable. At least, improve this by making it match Ken's DI speed.
That's it. I think all the above ideas for improvement are not only more than viable, they are completely fair considering the things the current A-Tier and above characters can do in the game.
So far, 5 of my ideas made it to the last Balance patch, including the Wake Up Drive Reversal that I communicated back in last year July. It would be wonderful if Ryu could be improved with the above ideas. Who knows, we'll see.

@@Un1234l Thank you for keeping your post civil!
You are incorrect or rather I have to disagree with you, my friend. More or less everyone has already said that out of the 3 shotos, the order of greatness is Ken < Akuma < Ryu. Ryu's new buffs definitely helped in a lot but he still definitely is not there yet. . Ryu is not A-Tier character yet, he is a B-tier character. Ken is still surpasses Ryu and in terms of tournament results the stats speaks for themselves. Have you seen the latest EWC TOurnament results? There were a total of 151 qualified entries. Though it includes players that used more than 1 character, the Top 50 slots had 9 Kens, 4 Lukes, 8 Akumas, 4 Zangiefs, 3 Rashid, 4 Chun Lis, 7 Guiles, 2 Dhalsims, 3 Juris, 3 Cammy, 2 Blankas, 4 Deejays, 4 Eds, 2 Jamies, 2 Marisas, and 1 JP. There were no Ryus in the Top 50 at all. This is almost S1 all over again but the upper deck have three new cards being Akuma, Zangief and Aki.
Glad you mentioned Jimmy. I watch him the majority of the time. If Jimmy is using Ryu against an opponent on the same skill level as himself, you will hardly ever ever see him in an up close and person move exchange battle if that opponent is using a high tier character. Never. The only time you'll ever see Jimmy in a move exchange up close and person battle is when he knows he has the opponent handled due to skill level difference, and he is up against a character that he know he can do move exchanges upon such as Dhalsim and Lily. You will not see Jimmy going and sticking hard in exchanges against the likes of Ed, Luke, Chun Li, Cammy, Deejay, Zangief, Jamie, Juri, Rashid, and Akuma for the changes of Ryu losing that exchange and suffering a long combo would be very high. What you'll definitely see him doing is using up close offense on OKi & Corner Punish only. Also note that if a high tier opponent starts blocking an offense combo on Oki, note that Jimmy, like other top Ryu players, will move to a routine "back off" sequence in effort to "push position" Ryu back to zoning distance where he fares better.

It's weird to say that, what does Akuma have over Ryu? Demon Flip vs Donkey Kick. Is Demon Flip that broken? It will be no time till ppl DP or DI all demon flip attempts. Sure DI is beaten by canceling Demon Flip, but DP still beats it.
      So what's left?
Driverush? They have similar drive rush speeds, both considered slow. Ken is better than both of them at this.
Damage? Ryu hits like a truck.
Plus frames? Ryu is better at enforcing plus frames as well. He has more sources of plus frames, 6HP and Hashogeki.
Buttons? Ryu has arguably better buttons, 5HP has more range than Akuma 5HP for example.
Drive gauge chip? Ryu is better at that as well.
Fireballs? As far as I know Akuma's fireballs recover 1 frame faster and ofc he can charge, he also has air fireball but it's risky, it can be DPed or even air to aired. But Ryu has Denjin charge and you can hold the charge now and use it when you want which is a huge buff. Which is better? Denjin is at least comparable imo.
The only clear thing that Akuma has and Ryu doesn't is Raging Demon setups. But he has those over all the rest of the cast. Are they that strong? I don't know. How long till pros start jumping pre emptively. Imo Raging Demon setups will get less and less strong with time. Of course up to a point as it's still a 50 50 situation in the end. But you will see more people spamming supers/dp or jumping when they think the setup will come.
My conclusion is I can't really find a clear thing that makes Akuma better than Ryu in this patch.
