The first picture of this video is “The Statue of the Girl Wearing Red Shoes” built in Yokohama City in 1979 to commemorate this song. The same statue was also built in San Diego in the U.S., a sister city of Yokohama. Yokohama has been a port city since the old times, and it became one of the main ports for exchanges with foreign countries after Japan opened the country to the world in the 19th century.
There is a controversial theory that the model of the girl in the song was a Japanese girl called Kimi, who was adopted by an American missionary and his wife in early 1900s but died at the age of nine in Japan.

I felt like the song was talking about some one's broken heart who was in love with some girl who left him to another guy , right ?

Actually the music was sad some how ...
also what made think of that , the phrase which says that her eye might turn blue , as if he is saying she changed into other girl than the one he knew

+shiningcomet chan Probably many people think that this song describes a little boy or girl missing a friend, but your interpretation changes it into a romantic one. Thank you!

The actual story is very sad. A mother gave up her daughter to a foreign Missionary that was supposed to take her to America where she would live a good life. but in reality the girl died of tuberculosis and was left behind in an orphanage in Japan. Her mother thought her daughter was happily living him America, never knew her daughter had died alone in Japan. The author heard the story of a girl being taken to America by a foreigner wrote the song as a sort a bittersweet story of a girl losing her identity as a Japanese citizen and living in a far away land become blue eyed like foreigners.
