My heating and air conditioning teacher, said a capacitor, builds up voltage from source, the electricity that comes through it, while in the unit, such as maybe a microwave or something! He recommended, that we use a screwdriver, to short it out, before testing, or you get shocked! I believe him!

There's definitely required reading on ESR and the resistance readings you get out of a capacitor that indicate something or other. I'm reading up on the topic rite nah because other sources have said the farad reading may not be the whole story.
C to fan, c to herm. Test cap on meter with cap setting, read data on cap and make sure it's close to printed. Also you can check and see if any terminal is shorted to ground. If a cap is leaking or bulged it's a clear sign it's bad. Caps like to bulge when they can't do the job any more.
Tech I have a escooter and what motor to don't blow I seen a video of blown motors on here and thought may be a cap some where may work my project calls of a 120watt motor but I think I the speed control box is fryed and I bought a 24v 250 watt the ratings for a 250to350 motor I don't know much about it but want to try to take a big size cap from a car 🚨 inside amp and put it to the motor but don't know how to connect it should I put it on positive side ground side or can it work onconnected to both please let me know if you understand my situation thank tech

That could happen, but most of the time it doesn’t. A capacitor will usually read out of tolerance on the low end if it is weak or going bad. If it’s a run capacitor, it may still work when slightly low.

Last time I bet I have not run that machine no more than 1 hour. I tested the newest capacitor as described here and it appears to be dead. It just seems strange that a new capacitor would go out that quick. Do you have any ideas? thanks.
cosmocasper Yes it will not start. I believe that last one had no more than 1 hour of run time (AT BEST). The ohm meter does not behave at all as it is supposed to. Stays at zero. Hard to believe I would get 2 faulty capacitors.
Yes I would agree. If you have a radio shack or battery plus store near you, go buy one of the very small capacitors they sell for under $1.00 and test your meter and verify your on the right setting. If you did burn up 2 motor capacitors its very likely the motor needs oiled or its starting to go bad. Also might want to make sure none of the shavings from you lathe dropped into the motor causing extra friction.
Can a bad fan motor damage a new capacitor? My fan stopped spinning in my outside ac unit. I put in a 40/5/440 capacitor (made by different company than what was in unit...both are 40/5/440). The fan ran for about 45 min then stopped and would not turn on again. Both capacitors are rated -6% +6%...whatever that means.
It's very possible if the fan stopped spinning a lot of times the capacitors get over loaded and get very hot usually melts the top of the contacts off. Or if the capacitor looks puffed up it may have went bad.

Not entirely true, that could short damage the capacitor. There is a specific tool for this that is safer to use✌️

Also shake it and feels like liquidity inside, that should be good or it is bad.

You can use analog multimeter to check for bad capacitors.
Capacitors can still fail under load even if they pass the multimeter test. I just made a video about how to test that.

I have a little cheapo tester that I've been using for almost 30 years. It seems to always tell me when I have a bad cap.
capacitors don't hold a.c. voltage like in d.c. circuits. But still good practice to discharge them.

Not entirely accurate. A capacitor can test good on a multimeter out of circuit, but still be failing under load.

Motor may have a thermal overload switch in it and it is overheating. Also check motor label for capacitor size.
