Groudon wasn't scared for itself. When it was angry, it wasn't scared. It only became scared when it got close to the trainer, meaning it was scared of the cliff because you (the trainer) could fall and die.
I Groudon is afraid of the cliff, it's likely because at the bottom, there's nothing but water. That is a TRUE soft lock. What makes something a soft lock is the ability to restart. I suppose it's on the softer side, since if you've already saved, you can restart from that save point. Then again, maybe I'm just used to the Mario Maker definition of a soft lock.

In FRLG you can actually breed pokemon, so maybe you could get one at a lower level there? Nope in those games pokemon hatch at level 5 and even if they did hatch at level 1 like later games, it would be a Pichu first which needs at least a single level up before becoming a Pikachu. So the lowest level possible is still 3. In all other iterations of Kanto this trade is unavailable.
