I dont see "Add an Action Button" when I navigate to the same screen you were on, although I have a business Instagram. I'm using an Android, if that makes any difference.
Go to business.Facebook.com and from there select the page then on the left click partners. It will show up apps you have connected like the booking tool. Remove it and then you can try again!
After doing everything you advised I successfully added my book now option onto my Instagram account but My booking information isn’t showing… what do I do??
I wish there was more I could do to help but Facebook has so many bugs it's hard to say what it could be. Maybe try deleting and re downloading the Instagram app or deleting and re-adding the booking info. I think there's also a setting for whether or not to display the actual button itself on a page which is in profile settings instead of the app settings.

I'm not aware of any special requirements, although Instagram may require you to have the account for a certain time period (like 30+ days) before being able to do it. There's also a lot of technical issues on the backend of Facebook I find. Best of luck!

Make sure your page is a business page connected to a Facebook page. That’s the only problem I can think of that might be causing that.
Do you have to link the bank account before the book now can appear on the Instagram?
Only if you want to accept payments with Square.

I've had that happen myself. Try taking the button off, then adding it again. That worked for me!
