The "surveillance system" is just a police radio system that interfaces with a map. It's not recording civilian data. 2. Spidey has a neutral relationship with the police. Some officers appreciate his help, other want to arrest him. Some chew him out for helping him. 3. He really only had a good relationship with two officers. One dies and the other gets fired and becomes a vigilante. 4. Spidey fights dirty cops at the beginning the game right before he fights Kingpin.

Spider-Man modifying the oscorp radar towers to detect more than just crimes is really fucking invasive. He uses these towers to track backpacks that yields clues to Spider-Man’s identity and lucky enough no corrupt police have found them. If they did, everyone Peter cares for would be in serious danger. He even forgot sandman was being held captive in a small container. What a great guy insomniac’s Spider-Man is. In all seriousness, what a terrible spider man.
Are you talking about the backpacks? He does say that he forgot about installing tracker dots or something. I just thought they were connected to his system since they never popped up until he fixed the towers by connecting his systems. They really do need to get Sandman out of that canister though.
