Why? What makes you think anyone willing to drive while suspended, or in an unregistered car, or while drunk would suddenly not do that if professional driving instructors were mandatory? All that would do is make driving prohibitively expensive for many people.

I'm guessing these are weekday daytime clips... when most of us are at work. What's more surprising is they didn't get the 100 hundred others from the Gong who are just like this.
It was a lot of technical Australian jargon. They were simply debating the finer points of their professional standards and conventions. To avoid driver fatigue they do us the favour of spicing it up a bit in the local vernacular rather than boring anyone listening with their dry academic analysis of the situation.
