How do you asked for new neighbours on tiny town

My plan is to ask the old Tiny Towner (Opal) to be a roommate once I move in the next Sim. To do that though, I would have to move Opal out of the plot after moving the next Sim in. Maybe I will remember to show that process when the time comes.
