Yes, the expenses can be met by part-time work but not by the same person studying. The spouse of the student should work full-time. I know students who came here with two kids and the main applicant was working to meet the expenses but it makes things a lot harder. One option can be for both partners to work part-time.

I have seen some cases where some employers exploited employees by giving them contracts fulfilling the salary requirement but making them work more than the contract. But this is not possible now. During that time a certain percentage of work (for example 60% contract) was enough to get a work permit and then the employer was making them work 100% but paying them 60%. This was common in the restaurant industry. Now restaurant job does not fulfil the salary requirement for a work permit as the salary requirement for a work permit has increased from 13000 to 28000 so this is not possible now.
