You will find the requirement for each university on their website. The Commonwealth Shared Scholarship application does not require you to submit an English test.
Do not doubt yourself. A reference is someone who can write ✍ about you professionally and academically. It can be people from your volunteering experience. Find reliable people who will be able to write the reference letter.
