As far as i know your gpa cant be lower than 70% (if max is 4, then 0.7*4=2.8)

I have applied already. I scored 87% in my high school certificate and I applied for bachelor degree of Medicine. My question is, is it possible to be given this opportunity when applied for Medical program having this grade (87%) ?
Because it's very clear in the academic creteria for Health sciences program (Medicine, Dentistry and Pharmacy) that the minimum grade is 90%
