Yes, the second is a constrictor tied in the hand; I use this all the time when you can throw the knot over the end. Both are in Ashley's, along with a few more that are slightly trickier to tie but very effective with string -- you won't be tying many sacks with standard paracord. (Although I do often use microcord for this application.)
