I think every state should have an emergency frequency as a standard for that state in specific so in case of an emergency all ham radio stations only have to tune to that specific frequency and boom done! One specific frequency for every state.
And in times of emergency ONE frequency would be unusable, even one statewide repeater system would be unusable. You need LOCAL frequencies that are known and exercised.
In Montgomery county Maryland the ARES group is pretty on top of stuff. They do lots of prep pretty regularly. They enlist the non-emcomm hams to do things like signal coverage tests at important sites like evacuation areas and hospitals, they meet regularly with county officials. It takes a lot of work. I fear for the retirement of the guys who run it now. IMO it's important to remember that hams are the last resort in most cases and we need to act like it.

My SDRPlay is da sheet! Money well spent and it receives everything on a 71 ft long wire 9:1 antenna.
