The ATSC 3.0 rollout seems extremely mismanaged, and seems that it will never be fully rolled out or properly rolled out in the US. It seems to be totally greed driven by the individual groups involved.
it was never meant to be "well managed" it was to introduce DRM and stop piracy, but if anyone knows anything about piracy you can never stop it just offer viable alternatives and when most people are offered viable alternative they'll take it.
DRM was the first priority and if everything happened to work after well that's just a happy little accident.
@Fin745 it's ultimately about paid ota tv. They're going to take it piece by piece. First by saying they're just trying to protect their intellectual property. Cable companies got greedy and people started cutting the cord. Networks started losing the revenue and now they want that piece of the pie back. They'll do it slowly and systematically and make it so you have to subscribe to ota tv
@@HorrorG. Never will pay for OTA tv in this home and in fact, I have refused to buy any product/service which runs social engineering commercials, repeated as nauseum as only the most inferior products or services need that type of advertising.

I’m really glad you made a video about this. It’s pretty bad when a cheap phone connected to a cellular network gets a WEA alert perfectly fine, but ATSC 3.0 devices don’t receive any advanced alerts. Broadcasters seem to care about implementing DRM right away, but do not seem care about getting advanced emergency alerting implemented right away! Their priorities are “content security” over public safety.

I'd be happy if our 2 T-Mobil Motorola phones would actually deliver phone calls and text messages the same day. The highly touted WiFi ability has also failed miserably, more often than not, only delivering one side of the phone conversation. Just 2 days ago, 4 phone calls and one text message never came through. Only after re-booting the phone did the text message and voice mail show up, but that was 1 day later.
Perhaps they are researching how to monetize the alerts.

Emergency alerts in Japan would be a place to study for their implementation methods / standards.
Another issue with the current EAS system was one that I thought of as soon as it was rolled out. There is no security in the system. You could record an alert, play it back on the local NOAA radio frequency at close range of a radio station and take over the station for minutes. The alert doesn’t even give the current time to prevent mistakes. There was a case where someone hacked into an EAS box of a radio station (the station never changed the default password on their EAS box) and issued a EAS Zombie alert, which was relayed on all of the TV & radio stations in the market. The next morning in another city, DJs obtained audio of the incident and thought it would be funny to play it on their air. When they did that, it triggered the EAS for their market so all of the other radio & TV stations relayed the zombie alert with commentary from the DJs.
Will don't see that an issue since my loacl radio stations by law the DJs have repalt the infomation and it turned on by an loacl TV Station. 7 of my loacl radio stations has thier EAS system trun on by the loacl ABC station. About 6 of them has thiers turned on my the loacl CBS station, and the last 2 or 3 has thier's turned on buy the loacl NBC station. So that may be as bad as you think.
Great work Lon! The FCC needs to take charge and provide direction and get ATSC 3.0 rolling. No one is herding these cats.

Lon, you've hit the nail on the head. It seems ATSC 3.0 broadcasters are using public airwaves to connect directly with cable head-ends instead of providing free over-the-air television. Thus, we're bombarded with ads and compelled to either purchase a new "certified" TV or set-top box, and/or subscribe to cable or satellite services so we can watch what should have been “free” already. "Free TV" has never been entirely cost-free from the start but now it’s ridiculous. Presently, US TV broadcasters' financial strategists are looking to increase profits from various sources by recycling content, all under the guise of serving the public interest. Moreover, as you mentioned, the lack of decisive leadership from the FCC and US broadcasters has been a barrier to improving emergency alerting. Most US broadcasters, including those in radio, cable, and satellite, have been hesitant, often needing significant encouragement to implement even a "voluntary" alerting system. Therefore, it's not surprising that the USA is without a comprehensive, reliable, multimedia, and secure emergency alerting system.
How was the emergency alert system not already the first thing required by the Feds for the providers to handle? There shouldn't even be an option for them to do anything else until the emergency alerts was taken care of. That is a complete and unforgivable failure of the FTC.
Too bad that consumers (you know, the CITIZENS of the US) don't have a lobby in Washington.

I’m in a bad cell coverage area. I got a midland WR400 Weather Radio as a back up for when the cell network goes down. It’s got a battery backup too. The same alert tech is neat. The alarm is loud enough to wake you up too.
The problem with NOAA weather radios, is that they over alert. I used to have one and my wife and I would be jarred out of bed for a Winter Storm Warning (which lacks urgency) or a Flood Warning (when we weren’t in a flood prone area) or a Severe Thunderstorm Warning (which most likely won’t be serious). They should only sound the warning for urgent emergencies that are going to affect me, like a tornado headed for my specific location. WEA is much better, but as Lon mentioned, it relies on the cell network being up and running. If you have a tornado within a hurricane that has already knocked out much of the wireless network, then you’re not going to get the alert. Maybe they should require the FM chips already required in your cell phone be functional so they can provide granular emergency alerts. If they required ATSC chips (they could do this with ATSC 1.0 now), then they could provide more information.
In the middle of a thunderstorm yesterday, Google Weather reported ZERO chance of rain. I've learned to trust my lying eyes and ears rather than others.

@@Phil-D83 100%, Then when I saw Tyler from AntennaMan interview the station manager of K03IM-D proving that many of the features of ATSC 3.0 like 4K can be done over ATSC 1.0 just by changing the codecs that most newer 4K sets can decode, it further soured me on ATSC 3.0
@@CommodoreFan64 Encryption provides 0.0000000000000000000000% to the end customer at a significant cost. How typical of the "Entertainment" Nazis who make millions but spew nonstop vitriol towards rich people who produce something of actual and lasting value.
So how exactly does one receive emergency alerts when the channels are encrypted? Seems like another example of the FCC and ATSC/A3SA having their heads up their backsides.
My personal best advice is a get a weather radio that does S.A.M.E. Codes, with a battery backup like a 9V, and supplement it with a good battery powered AM/FM radio that can take AA, or AAA batteries that has a built in speaker for the few channels that do weather alerts.

@@dplj4428 Sorry for the late reply, and YW, but give Midland Weather Radios a go, they have some like the WR120-EZ that make it easier to set one up compared to older models that you needed to look up the codes for just look up the channel numbers for your area as you will sometimes pickup multiple channels.
Everyone needs to start writing to their Congressman and Senators to start addressing these issues with public hearings. Reliable access to OTA television has been on the decline ever since the switch to DTV. We need these issues resolved.
This is why we should of been using opensource technologies like they are doing in the EU. They've been doing H264 for the last 20 years while we been stuck on MPEG2 due to sucking up to Dolby and the MPEG proprietary patents.
And with Dolby/MPEG the vast majority of Dialog is buried by mindless and unnecessary music. Hey MSM, and yes UA-camrs, the era of "Silent Movies" requiring music has loooooooooooooooooooooooong Passed.
H.264 (MPEG-4 part 10) is just as proprietary, with more recent patents. That's not why you're stuck.

What about NOAA Weather Radio with S.A.M.E. coding. I have mine set for Travis county, Williamson County and Brxar county. Where I live, North and South of me.
That's a great option as well, I finally got myself a weather radio last year, & the night I got it there was a major thunderstorm, and Tornado in my area late at night that knocked out the power, and I was able to get the alert before our phones even went off, and warn family that lives next door to me to take cover, so I'm keeping mine, & I pray they never stop the service.
5:50 I think what this really shows is we need a much more robust mobile network and redundancy such as messages over wifi/satellite, I mean even the old generation has been cutting cords in the last decade, so a TV broadcast does very little for about half of the population, some people have a phone and nothing else..
The Emergency Alert System working on every channel is about the only resone to have Cable TV. The Emergency Alert System is also why I'm unhappy with car companies removing AM Radio turers.

my initial thoughts: is NOT the weather alert radio ALREADY instituted to perform this warning JOB? Whichever device is decided to provide warning, it needs to be self-powered to be valid operation during power outages.
Yep, Weather Radios that do S.A.M.E. codes for your area usually have a battery backup either 9 Volt, or rechargable, but I say supplement it with an AM/FM pocket radio that has a built in speaker.
If the power grid is down then the TV will be unusable without standby or back up power.
Yep it does not matter if the ATSC 3.0 boxes have a battery backup if 99% of the TV's don't run off a battery. I feel a weather radio with a 9 volt battery backup that does S.A.M.E. codes followed by an old school Analog AM/FM pocket radio with built in speaker to pick up the few channels that do report on everything to be the best options when the power is out along with battery banks to keep our cell phones going.
If the power grid is down????????????????????? It can barely stay operational now and wait until the control Nazis get their way and eliminate all gas appliances and ICE vehicles [even though I love the performance of EVs I loath the mandates]

Having another international body come into our platforms and emergency programs
and try to tell us what to do is not going to help matters.
The reason why there’s a 90 character limit on phones is because people refuse to get rid of their non data phones. There’s also an option to use a 360 character limit, it’s been there for years now.
And if you want to know why ATSC is having encryption put on it, you have to look back to analog’s transition to NTSC and see how networks got slammed for having non-protected digital signals. This is just a dramatic over reaction. But it doesn’t call for a “special audio device” like Comcast tends to suggest when NOAA Weather alerts are already integrated in the Emergency Alert System.

They need to mandate analog copper landline, which is also a key means of communication along with the radio. I live in a rural area in which there is poor cell service and the telephone company has not placed their copper facilities in my street and doesn’t want to because it’s not mandated and I have written to, my local elected officials and the president suggesting a federal mandate for copper land lines in the US, regardless of whether the neighborhood is new or old. I know that many phone companies are starting to rollout, fiber and voiceover Internet protocol, telephone technology, but that is nowhere near as reliable as an analog copper landline because you have to rely on power at your house or a battery back up which doesn’t last very long while the telephone company powers, the copper line and has large batteries in their central office that can last for days. I will say that AT&T has been the most aggressive at decommissioning copper landline. Frontier communications serves my city, but doesn’t want to put their copper facilities in my street while the rest of the city has copper facilities.
Will this work if the United States Geological Survey has to issue an Earthquake Advisory or an Earthquake Warning for earthquakes on any coast??? That would be catastrophic if residents in Southern California can't receive EAS alerts before, during, and after any weather event or earthquakes.
OT: Lon, could you do videos which explain how smart TV works? I recently canceled my Verizon cable, with only Verizon FIOS remaining. My SmartTV connects to the Verizon router and I watch Netflix and Amazon on the Smart TV. Problem is, for the last few months, when I turn on the TV an ABC news channel automatically comes on. And it is actually difficult to switch the SmartTV to the Amazon or Netflix app! While ABC is playing the key on the remote which normally brings up the list of SmartTV apps does not work. I have to first press exit. What is the relationship between smartTV and the apps that are displayed? Can I remove this ABC channel app? Are there independent apps I can install on the TV? Do apps adhere to a web standard?

I see Sinclair on there. They will get whatever they want. I would really like the cellular backup alerts. Our cell towers only seem to have 4 hours backup power.
I feel everyone should have a weather radio w/ S.A.M.E. codes in their home, as they often are the first to put out the alerts, and can be set to emit a loud tone, or you can add a flashing light with a shake function for those who are hard of hearing. then the next backup should be a good AM/FM pocket radio with a built in speaker, and analog tuner if possible, as they can be more sensitive, and you can pickup the few stations that actually push out updates.
@@CommodoreFan64 I agree. I have two in our house. I frequently get reports on Ham radio(Skywarn) before they go out to weather radios however because we send in many of those reports. Tornadoes and funnel clouds are the most common thing I hear about before it hits the emergency alert system. Radar has blind spots lower to the ground.
On my cell phone when a alert comes it is too loud. It over rides the settings, and even the volume down. I never see the whole alert because my only choice is hold my ears till I turn it off or turn it off. I have complained. It is the same way for my wife. She has a different phone manufacture than me. Most of the time the alerts are at different times so that helps.

I have the zapper box. Currently it receives information on the channel it has tuned. Can you look in to the atsc 1 and 3 being on the same frequency? Someone said that is true.
Fox 5 in Las Vegas, I got to check it out. I have a fast internet connection, but it drops out and has to reconnect. For your notes (fox 5 las Vegas atsc 3 is 1080p with HDR 10)
Can you contact NBC to ask if they can add the Livestream for each Olympics sport on the atsc 3 signal? They are streaming them online anyways. I don't think there are any codec changes for the internet channel.
Anyone heard of this new thing out called _radio_ ? It's only been around for about 130 years, but it has some wild features like having a signal that can travel twice as far as TV signals, it's totally unencrypted, can be picked up on devices small enough to fit in a pocket, and the battery life can last for days (there are even wind-up models that don't need batteries at all).
I get what you're saying but with how corporate AM/FM radio has gotten just being 24/7 playlist with ads, I've been in the middle of a major hurricane here in S. Carolina with the power out, and 95% of the stations on both bands reported NOTHING!! They ether kept on playing their music, religious broadcast, or syndicated talk shows. I feel a weather radio with S.A.M.E. codes, that has a battery backup is a better option for weather alerts, with AM/FM as the backup, and make sure it's an analog tuner if possible as many digital tuners don't pickup as well, and are more susceptible to interference.

@@CrimsonTideGuy There are external bed shakers, and alert lights for weather radios, plus many weather radios have displays that show the alert being given out, and you can use your phone to listen to the alert with Google translate to then show what's being said on the screen of your phone. So where there's a will there is a way.
@@CrimsonTideGuy Also It should be known I was born with hearing issues(missing bones in both my inner ears), I've had multiple surgeries over the years, and I still wear hearing aids, so don't use being deaf, or partly deaf as an excuse if I was able to find a way!!!
@@CommodoreFan64 and I am hard-of-hearing, Have you priced a system for some of that? I'd much rather get it visually from a TV than pay $600 for a Harris system to work with bed shakers and alerts for fire and weather alerts. Those $30 devices are crap, they vibrate not shake. Your view is not the only one.
ATSC 3.0 is also in Canada, South Korea, Jamaica, and Trinidad and Tobago.
There is one technical school experimenting with ATSC 3.0 in Canada. There are no commercial TV stations using it.
As it stands I don’t plan to use ATSC3 for anything since the encryption exists. I’m not buying a secondary piece of hardware to decrypt things so I can plug it in between my antenna and TV. So in my view emergency alerts are dead to me. The only thing I watch now and then is local news, it’ll be fine by me when they lock up their broadcast. Good actually. I don’t subscribe to cable anymore either, nothing worth watching and if there is… BT. So, when ATSC3 comes into play here my antenna gets town down.
Why do we need ATSC 3.0? What's wrong with what we have now?
Sounds like some of those features, early on, assumed internet connectivity, “geo-targeting”, “device wake-up”, “all IP integration…”
I'm not sure about the geotargeting but the device wake up could be done over the air. One advantage of ATSC 3 is that it does function a lot like a TCP/UDP network connection so data packets can be sent without necessarily receiving any data from the recipient.
Geotargeting can be implemented without an internet connection. An ATSC 3.0 emergency alert can contain metadata with zip codes corresponding to where the emergency is taking place. You can either manually input your zip code on your device, or, if the device has GPS, a simple program can be used to determine your zip code based on your GPS coordinates (I wrote a C program that can do just that). Then, your device will determine whether or not you are in the alert zone, and push out the alert to you if necessary.
FCC bans Encryption, PROBLEM SOLVED!
I have a weather radio that has giving me yrsts of warnings.
Personally, I think they need to slam the brakes on on the roll out and fix the system so what they are rolling out is worth the bother it is causing:
1) The alerts on version 1.0 works. If 3.0 can't do that, the rollout should be stopped until it can.
2) The whole encryption nonsense is making it so people can't even receive the OTA TV.
3) The need to have an internet connection for many of the things means that if the internet goes down ATSC may as well switch off too.
It's funny how FCC likes to poke its nose in things which matters to no one. But when it comes to things which actually matters to common people, they'll be mum..for reasons known to all of us.
atsc 3.0 is going to end up like hd radio. It exists but no one really uses it or takes it seriously.
ATSC 3.0 is simply expensive PAY TV, and expensive PAY TV accompanied by social engineering and repeated ad nauseam commercials for highly inferior products/services. By far, the more inferior a product or service is, the more they must advertise.
Wait a minute. They broadcast video for free over the air? Why would I ever use this, with everything I care about being available on the internet exclusively?

No big deal .my local TV station breaks into programming when the weather is bad.
Boycott OTA DRM encrypted ATSC 3.0 NEXTGEN-TV because it is DRM dead. Long live ATSC 1.0 with true no restrictions OTA TV recordlings and no internet needed.
I don't want any emergency alerts on my tv, nothing, not a a thunder storm, tornado, or nuclear war... I want to watch an episode of some show, uninterrupted.
I hope the whole thing collapses and we keep ATSC 1 we have or We demand FCC to yank back our licenses from for greedy broadcaster network corporations. Let's push for anti-consolidation to break the broadcasters up.
