They always remove the bars and cages for liability reasons. The open toilet and the rear door + elevated rear seat is indicative of a prison transport. Plus the cheezy seats. "Low Miles" depends on if it was a local jail or the State Prisons. I see these all the time on the Calif highways. The rear entrance is a dead giveaway, no matter how plain they try to make them look. And the "58xx" numbers, which are their CHP radio call signs.
If I was a prisoner being transported in this bus I would take a gigundas dump in that cool open-air toilet as soon as the bus left the parking lot. My fellow inmates would *love* that.
Looks Like A Federal Prison Transport Bus. I've Seen A Similar One In Bridgeton New Jersey A Couple Years Back. Correct Me If I'm Wrong. It Has The Same Orange Stripe Scheme.

At 2:59 you'll see the steering wheel that's in the MC-12, not the MC-9. This happens to be one of the early MC-12 coaches with the 6V92.
