my highest is rank 29 el primo. but now he is at 500 trophy. since I stopped playing for a year or so. hadn't touched primo since. the first brawler for rank 25 I had was Darryl tho. then edgar,shelly,bull,nani,piper,ruff and tick. had rank 24 spike,crow and jessy but failed to get to rank 25
Janet would probably be hardest but the biggest flex, max would also be cool, the other two would be medium difficulty especially piper if you play her in open showdown maps
the rank 20 one the first one is accurate

My first rank 35 was colt (it's still my only rank 35). Surge and Mortis are the only brawlers close to rank 35 (rank 32 surge and rank 33 mortis)
