He wasn't lyin' though. 1991, he played at an All Star level...just too many elite guards in the West for him to get the nod (Magic, Drexler, Kevin Johnson, Tim Hardaway Sr., Stockton). It was between him and Terry Porter and the Blazers having the best record in the league got Porter the spot over Kenny even though he was having a better year at the time.
Kenny's shooting splits were ridiculous those two years, he was just born in the wrong era. He was a 48/43/85 guy, and even with limited shots he was still the 8th most effective scorer in the league in 1994 (their second championship year). In 2021 Rudy T would be getting roasted for not giving Kenny more shots. It's funny, I went looking assuming I'd see that Kenny was actually pretty bad and was surprised at how good he was. That same year Dana Barros made the All-Star game with the 76ers, he had similar numbers but just 5 more shot attempts per game. If Smith took just one extra shot per quarter (ideally from Vernon Maxwell who was a below average shooter yet shot 13 times per game compared to Smith's 9) he'd have been an all-star that year AND the Rockets would have been better. Stockton is another guy from that era that if it was 2021 would shoot a lot more, the guy shot 45% from 3 in 1994 but took less than 3 threes per game. 2021 Stockton would take 10 a game. Looking at that era was weird, you had so many guards who were ridiculously efficient who'd didn't shoot very much, and a bunch of high volume, inefficient shooters taking all the shots.

I had to check, but Kenny was pretty great in the three years in a row Houston played more than 10 games in the playoffs, obviously with two of those being title years. He shot like 46% from three while playing 30 minutes a game. The notion that the superstar has to also be the loudest voice in the room only seems to be an NBA thing, other sports it is often the role-players (although they need to be good role-players) who carry that load. Also, his True Shooting numbers in the two championship years were insane, fast-foward to 2021 and he'd be getting twice as many shots per game.
