    If any tender having two-part like main and optional item, and in the main part vendor A is L1 and in total i.e. main+optional vendor 2 is L1, then who is an actual vendor to be awarded PO. To decide L1, whether optional items price should be included?

      Very good query,, actually I am facing this dilemma now ,, the way out is to master the RFP from the beginning and put one templet for all bidders to include an optional scope of services in a separate financial and technical proposal and the overarching basic technical scope will be unified on all of the bidders. the optional scope should go beyond the required services … if the bidder is among the qualified group , the optional scope will be negotiated upon on face to face session.

    Sir,for evaluation we genarelly use the formula in case of "converting the quoated prices(financial bids)into 'marks' as 98/110*100 for bidder A is this wrong equation if so illustrate the equation used here 100-{110-98/98*100}

    What is technical score and how is it calculated?

      The technical score is the summation of scores obtained by each bidder in different categories such as Experiences, Available manpower, equipment, turnover, etc. The full marks for each category are preset and specified in ITB. For instance, a highway project is to be constructed. The full marks can be set as 100 and marks of 40 for experiences, 25 for manpower, 25 for turnover, and 10 for equipment. The criteria for getting that marks are set objectively. A contractor having experience in a similar highway for more than 20 years can get 40 out of 40. But if he has only 10 years of experience he can get lower marks say 30 marks. The summation of marks obtained in each category can be added up to get the final Technical score. That's how the technical score is calculated.
