Yes, it does exist.
Kitakami even has outbreaks for Trevenant, Gengar, Annihilape, Kingambit, Gallade, etc.
So if you're too lazy to evolve their pre-evo forms, just do a datetime reset and shiny hunt via outbreaks.

Just knock out 60 save and then knock out the rest if you get no shiny then go back to your save

I applied yesterday the same strategy to find a shiny Sinistcha. After defeating 63 I saved my game, started a LV 3 ghost sandwich and went on the hunt. No shiny? Close the game, restart and proceed with the sandwich. It took me 18 sandwiches before I got the shiny one. Now I have the counterfeit version and will still need to find anothere mass outbreak for the masterpiece one.

If you haven't gotten the Artisan, it should be easy. When you ttigger the Artisan outbreak, it will show ? on the map.

I hear only female exists in the Kitakami outbreak.
For the male, you must use Masuda Method or hunt using Herba in the pond.
