Changing the fog light bulb is easier if the fog light assembly comes off (this is for a 2008+ model/147 facelift). It's also a good chance to rub off all that rust and get it cleaned up a bit (or resprayed). Make sure you get the correct H3 bulbs. Always exercise safety precautions when doing stuff with your car. Otherwise you will be in for a shock! :)
