Tips for recruiters on utilizing community for finding people that might want or need a job

An often overlooked aspect of tech recruiting that I see is recruiting companies not utilizing communities. I see it as something that can potentially have benefits for most of the people involved e.g. someone looking for a job, someone looking for a change, someone who knows a friend that's trying to break into the industry, etc.
