In America, we often have strays that can't be re-homed but they are healthy and sociable enough to "work" in warehouses, construction sites, garages, sometimes even bars and breweries to keep them mouse free. The cats are spayed/neutered, given shots and flea treatments, and the owner now just pays for room and board. Parliment has been saving shelter cats for quite some time.

The new Palmerston rules say that only his keeper can feed him, he is not to be woken up if he is asleep and his base is the outer office of the Permanent Secretary.

I'm betting it was a slow housekeeping session in the day or 2 before they went home for the recess. Furthermore London is a port city and rodent control is a serious business. I don't know if you've ever lived in a port city but mice and rats are a huge problem. Dogs are better at killing rats but cats deter them from taking up residence and if they aren't overfed, will take out any mice.
