Something was not mentioned in the video. The THW is the only organization in Germany that is responsible for civil defence. Civil defense is not to be confused with disaster control. Responsibility for civil defense in the Federal Republic of Germany lies with the federal government. Disaster control on the other hand, is the responsibility of the individual federal states. In Germany, however, both are combined in civil protection and even have their own office, the Federal Office of Civil Protection and Disaster Assistance.

Well kinda, it get's more complicated the longer you look at it. The THW is the only organisations which primary purpose is the civil defence (Zivilschutz) but can also be used in case of disasters on the request of the afflicted Area (e.g. your local municipality needs some specialised equipment from the THW, they have to ask their states minestrie of the interior, which asks the federal one, who then notifies the lokal branch of the THW). The BBK (federal office of Civil Protektion and desaster assistence) contrary to it's name is mainly responsable for the civil defense and not desaster control! They can support the afflicted federal state with organising support from other federal states over the GMLZ (joint notification and situation center of the federal states and the national state) but are prohipitet to directly interfere outside of civil defense. The THW is also independent from the BBK, even though they share the same building, they are each indepentend federal offices under the Minestrie of the interior. And then you have the MTF (Medical Task Forces) which are Civil defens units who are under the Control of the BBK/interior Minestry. The material can be used by local Organisations (e.g. German Red Cross, ASB, Malteser) in cases of desaster, in a so called "dual use" function, but is primarely intended for civil defense. It' s kinda annoying how complicated it is. In case of an disaster more often then not the red Tape will be ignored and that's why it seems like civil defense and disaster controll are combined, even though they should be handeled stirctly seperate.
@ferrisdunkel5516 I think, that would be enough for several videos. I am quite satisfied with this "introduction". But if there is someone, who wants to join, surely has all options to look at it in deep. A video about the DRK is also only, ASB and Maltesters will follow. I think, there is a lot of voluntary work done in Germany.

When conscription was still in force, one could be exempt from it by signing up for ten, later eight, and finally six years of service in disaster relief!
@minimalist_h yes, I just saw, I mentioned that in the video about the voluntary fire brigades, but didn't mention it here. May be in the future, that will again will be an incentive.
