Correct - they are meant to be put on dry hair and you can use a blow dryer if they are too wet.
To get them off you wash your hair like normal.

Can you mix this with conditioner or no?

I suppose you could....but you may not get the same pigment or texture. There is also a possibility that the colors wouldn't dry down.
