Tom Kirkwood, a journalist for the Eagle, writes a column recording the activities of Kevin O'Brien and Frank Giambone, two night-shift detectives who, along with their team under Lt. Jim Hogan, work out of the mid-South precinct. In the series opener, Kevin and Frank search for a killer who has claimed the lives of three officers in the last ten days.
